FEMA Public Notice

The Federal Emergency Management Agency (FEMA) has received the sub grant application for the Lumpkin County repairs due to damages from Severe Storms (DR-4600-GA-PW-00044).  Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published June 1, 2021 for (DR-4600). Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations.  This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.  This action complies with the National Flood Insurance Program (NFIP) requirements.

Project Title(s):                                 PA-04-GA-4600-PW-00044; 187373 – Roads, Bridges, and Culverts

Location of Proposed Work:       Johnnie Collins Way Bridge: GPS Coordinates (34.567382, -84.015403)

Floodplain:                                         Project is located in a Regulatory Floodway (Zone AE) and is considered an area subject to inundation by the 1-percent-annual-chance flood event, per Lumpkin County FIRM Panel # 13187C0134D, dated 04/04/2018.

Proposed Work and Purpose:    Lumpkin County is conducting repairs to the bridge approaches at Johnnie Collins Way. The purpose of this structure is to provide access across the Cane Creek. Lumpkin County will be repairing the bridge approaches by replacing rip rap and aggregate fill material. Mitigation will also occur at the site by constructing two parallel walls extending the original bridge abutment towards the streambank and filling the void with concrete on the approach slab.

Project Alternatives:                      The alternatives that have been considered are the no action alternative and the relocation of the bridge structure. The no action alternative and the relocation of the bridge structure are not feasible actions because the Jonnie Collins Way Bridge is the only access point for the properties located on the western side of Cane Creek. Without this bridge, first responders and the community would be unable to access these properties. Furthermore, since the bridge site is the only access point for the properties, there would be no alternative location outside of the floodway. Therefore, the current project site location is the most practicable site.
